Dispute Resolution

If an individual, institution or any duly appointed representative wishes to appeal a decision about eligibility for state financial aid awards, adjustments to award amounts, award refunds or institutional eligibility for participation in state financial aid programs, the appeal may be directed to [email protected].

Appeals should be as detailed as possible and include any applicable documentation and evidence for consideration.

Administrative staff of the commission shall make all decisions in accordance with established policies and published administrative rules approved by the commission and shall notify the individual or institution of those decisions within a reasonable time after the inquiry.

If the appellant disagrees with a staff decision, written evidence explaining the reasons for the disagreement shall be presented to the executive director of the commission. The evidence must be submitted within 60 days after notification of the staff decision, and the appellant may request a hearing. If no hearing is requested, the executive director will consider all evidence provided and notify the appellant within 30 days whether the decision is retracted, modified or upheld.

The appellant will be advised of his or her right to formal review under Iowa Administrative Code 7-2506 (Contested Cases) and Iowa Code 17A.

Review Process for Contested Cases

Parties seeking further review of agency action after a dispute resolution decision should consult Iowa Administrative Code 7-2506 (Contested Cases) and Iowa Code 17A, which establish procedures governing contested cases, rehearing requests and judicial review.
