Annual AEA Deadlines and Dates

The following table provides both deadlines (bolded), recommended actions to meet those deadlines, and important dates.

Sep. 1Consolidated Application for Federal Title Programs opens for the current school year. At this time, the AEA can request to re-open the consultation agreement to make edits to the service descriptions.
After Sep. 15

The Department publishes the dollar amounts for equitable services to the nonpublic school’s students and teachers and notifies the AEA and nonpublic school when the equitable shares for services information is populated into the nonpublic consultation agreement for the current school year.

Engage in nonpublic consultation to finalize the equitable services that will be provided now that the amount(s) available for services are populated into the agreement and complete the consultation agreement for the current year by October 1.

Before October 1:

  1. Revisit the identified student needs to clarify what services can be provided based on the prioritized needs and the amount available to provide those services.
  2. If necessary, the AEA can request to re-open the consultation agreement to make edits to the service descriptions and submit it for nonpublic review.
  3. If the agreement is re-opened, the nonpublic head administrator must either confirm the accuracy of the information entered into the final agreement or send the agreement back for edits.
Oct. 1Final nonpublic consultation agreement due for the current school year. The AEA must complete and submit the final agreement for nonpublic review, and the nonpublic school must confirm the agreement is accurate by this date.
Oct. 15Consolidated Application for Federal Title Programs due. Only the chief administrator, school business official, and Consolidated Application Designee can submit.
Throughout implementation and assessment of activities

The AEA (or its third-party contractor) must provide equitable services for the nonpublic school’s students and teachers. The AEA must maintain control of the public funds and cannot delegate its oversight and implementation responsibilities to the nonpublic school or its officials (nor pay or reimburse the nonpublic school or its staff to provide equitable services).

The AEA and nonpublic school must continue to engage in nonpublic consultation to ensure effective implementation, service delivery, and assessment of equitable services (ESEA §§ 1117(b)(3) & 8501(c)(3)).

Begin timely and meaningful consultation with the appropriate nonpublic school officials for the upcoming school year and complete the initial agreement in the Consolidated Application (see the Equitable Service Process and Procedures guidance for more information). 

Before March 15:

  • The AEA must enter information about participation and the agreed-upon services (if applicable) into the initial nonpublic agreement and submit it for nonpublic review.
  • The nonpublic head administrator must either confirm the accuracy of the information entered into the initial agreement or send the agreement back for edits. Once confirmed, participation cannot be changed.
Jan. 31Second quarter reimbursement claims due (see the Claims Process slides for more information). Only the chief administrator and school business official can submit.
March 15Preliminary Title IIIA, English Learners Nonpublic Consultation Agreement due in the Consolidated Application for the upcoming school year. The AEA must complete and submit the initial agreement for nonpublic review, and the nonpublic school must confirm the agreement is accurate by this date (see the Equitable Services for Nonpublic Students: Process and Procedures for more information). Once the head nonpublic school administrator confirms the agreement, participation decisions cannot be changed.
