Vision
Every student is mathematically proficient, confident in problem-solving and prepared to thrive in an increasingly data-driven world. This vision will be accomplished through the following expectations for student experiences in mathematics and the Iowa Comprehensive State Mathematics Plan.
- Students across all grade levels will engage with HQIM, from kindergartners counting collections to high schoolers reasoning algebraically and modeling with mathematics. These materials will build math skills, strengthen problem-solving and reasoning, and deepen students’ ability to communicate their thinking and analyze data.
- In early grades, students will confidently build strong number sense through evidence-based instruction in counting, cardinality and part-part-whole relationships.
- Classrooms will be filled with relevant, purposeful tasks that build reasoning and problem-solving, balancing procedural fluency, conceptual understanding and application, not one at the expense of the others.
- Every student will be on a clear path to grade-level success, supported by timely interventions and instructional adjustments that ensure no learner is left behind.
- Instructional quality will be evident in student work and classroom conversations — not just test scores — as students demonstrate their readiness to take on the next academic challenge with confidence and curiosity.
Iowa Comprehensive State Mathematics Plan
As required by House File 784, the Iowa Department of Education developed the Iowa Comprehensive State Mathematics Plan (CSMP) (1.36 MB) .pdf to increase mathematics proficiency statewide. The Executive Summary outlines the goals, evidence-based mathematics instruction and school recommendations that will guide implementation. The plan outlines a multi-year vision focused on four key goals: strengthening universal instruction, improving interventions, supporting teacher preparation and expanding stakeholder engagement. The CSMP serves as a roadmap for continuous improvement in mathematics education and provides aligned recommendations and resources for schools, AEAs and educator preparation programs.
